Anyone Georeferencing Efate D.O.S. 1/2500 maps for Department of Land Survey, 42 sheets with MapInfo and PRJ parameters above supplied by Vanuatu Department of Land Surveyor, will notice a big shift when using Efate Cassini.
The EFATE DOS Sheets grid details shown in the lower corner are Cassini as stated below, however the attempt to produce above parameters for Geo-referencing was not successful.
After discussing the issue with Land Survey Control Section, we figured TM77 works just fine!.

Units of Measurements: Metre
Meridian of Origin: 168°15'35".46 East of Greenwich
Latitude of Origin: 17°41'56".06 Sout
Scale Factor at Origin: Unity
False Coords of Origin: 14 643.70m East, 15 703.12m Northing
The solution is to use TM77 parameters or projection.
